Former Director of the Chieftaincy of Military Intelligence (CMI), now the Chieftaincy of Defence Intelligence and Security (C-DIS), Maj Gen James Birungi has been remanded to Makindye Military Barracks after the General Court Martial denied him bail for failing to provide sureties.<\/p>\n
\n
Maj Gen Birungi, who faces charges related to security and treachery, is expected back in court on 31 July 2026 for judgment.<\/p>\n
He was arrested in August 2025 and arraigned alongside several Uganda Peoples\u2019 Defence Forces (UPDF) officers over allegations involving fabricated intelligence reports allegedly used to obtain operational funds.<\/p>\n
The allegations are also linked to security operations in which civilians were reportedly shot and falsely presented as suspected suicide bombers, including incidents at Kalerwe Market and near the Catholic Shrine in Munyonyo during Martyrs\u2019 Day celebrations.<\/p>\n
While Brig Gen James Ruhesi and Maj Innocent Mugumya were granted bail, Col David Kidega, Capt Kenneth Labwon Kinyera and Lt Paddy Nahabwe were also remanded after failing to provide the required sureties.<\/p>\n
The case follows a Board of Inquiry into intelligence and counterterrorism operations chaired by the Deputy Chief of Defence Forces, Lt Gen Sam Okiding.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
